1) In my opinion to increase the employment growth the government can intervene and bring back a mandatory retirement age, so that the new college/university graduates would get an opportunity to come to the work force, which would eventually increase the employment rate.
Companies can also hire new trainees and give them an employee subsidy, which would encourage employers to hire new inexperienced workers.

2) Once again the government could offer welfare to low income families.
Childcare subsidies
Low tax rates
Subsidized rent.
